Part of China’s Belt and Road infrastructure initiative and largely funded by Chinese state-owned firms, the $7.3 billion project opened to the public on Sunday. The train will travel between the capital Jakarta and Bandung in West Java, Indonesia’s second-largest city and a major arts and culture hub. While it could improve overall economic and business productivity, those benefits may be overrun by Jakarta's soaring debt burden as project costs continue to mount. The 142-kilometre train linking Indonesia's capital to Bandung is expected to move at 350 kilometers per hour, driven by electricity with no direct carbon emissions expected during operations. However, escalating costs of the project could push up Indonesia's government debt and overshadow any short-term economic gains. Initially, the train was to be financed by PT Kereta Cepat Indonesia China — a consortium of companies from China and Indonesia tasked with building the rail project. In that scenario, money spent on the train would have been better spent on alternative investments like irrigation projects, he said.

JAKARTA, Feb 13 (Reuters) - Indonesia and China have agreed to a budget overrun to the tune of $1.2 billion for the first high-speed railway project in the Southeast Asian country, an Indonesian government official told parliament on Monday. The project was previously estimated to be $2 billion over budget, raising the total cost to 113 trillion rupiah ($7.36 billion), according to the consortium of Indonesian and Chinese state companies building the railway, known as PT KCIC. "We agreed on the cost overrun figure of $1.2 billion. Further details including an additional loan from the China Development Bank to cover the extra costs are to be finalised within a month, he added. KCIC has said the project is facing a cost overrun of about $2 billion, raising the estimated total cost to 113 trillion rupiah ($7.36 billion). KCIC's President Director Dwiyana Slamet Riyadi confirmed the discrepancy in cost calculations, saying negotiations are underway to resolve it. Dwiyana said discussions were ongoing as to whether Chinese President Xi Jinping may witness a trial run of the rail project when he visits the Southeast Asian country next month for the G20 leaders' summit.
